via trains operating again, with 35 minute delays

Via is back, but with 35 minute delays caused by slow orders. At issue is ultimately the state of two segments of track still using 50 year old bolted rail. While much of the rail line was upgraded in 1990, 2005, 2009 and 2012 more is yet to be installed and the operator has imposed slow orders. Most of this track is west of Kitchener toward London so GO is largely unaffected.

Why was this ever allowed to happen in the first place? Shortline operator Railamerica was a disaster. Hopefully the new owners will upgrade the line and the federal government will commit some funds for the portion that Via should be contributing. The feds would still rather commit to laying asphalt rather than laying rail.
